    various comestic fixes in inc/nginx_configure.inc in 123.09beta01

    For some nginx routine are reused regularly i.e. centmin recompile/updates, the initial centmin mod install has some directory or files that don't exist until after install are completed so these routines cosmetically report files not found. This update hides those messages on initial centmin mod install so not to confuse folks inspecting initial install logs.
