    fix checksec_check reinstall when another checksec version is installed in 140.00beta01

    checksec_check only reinstalled when /usr/local/bin/checksec or the pinned
    release tarball was missing. 141.00beta01 pins the checksec 3.x Go rewrite
    and 140.00beta01/132.00stable pin the bash checksec.sh 2.6.0, and each
    branch's checksec calls use options only its own version accepts. After
    another branch's code had run, for example after a cmupdate branch switch,
    the other version stayed in place and every checksec report failed with jq
    parse errors.

    Changes:
    - inc/downloads.inc: checksec_check reinstalls unless checksec --version
    reports the pinned CHECKSEC_VERSION
