add patched brotli rpm withdraw path and ^cmm1 rebuilds to tools/phpfpm-brotli.sh in 140.00beta01

The patched distro brotli rpms are rebuilt with a ^cmm1 release suffix and
can now be withdrawn remotely: cmupdate replaces a withdrawn build with the
distro release, keeping php-fpm on the source-built brotli override first.

Changes:
- rpm release suffix .cmm1 -> ^cmm1: sorts above the distro release but
below any later distro rebuild (.1, .alma.N, .rocky.N, release bumps), so
a distro fix replaces it; new rpms on the parts mirror under rpm/el{8,9,10}/
- BROTLI_RPM_REVOKED list: a listed build is not installed, is reported by
status, and is replaced by the new reconcile subcommand
- reconcile: puts the php-fpm override in place first (when php-fpm loads
brotli and PHPFPM_BROTLI_SOURCE allows), then dnf downgrade to the distro
release with a dnf distro-sync fallback limited to the brotli packages
- rpm-revert subcommand to go back to the distro release by hand
- tools/cmupdate.sh runs reconcile at the end of fupdate() (quiet when
there is nothing to do)
- inc/cpcheck.inc brotli_rpm_notice: rpm-only check at centmin.sh start,
prints a warning via the new notice subcommand when a withdrawn build is
installed, skipped during autoupdate runs
- on/prepare reconcile a withdrawn build before anything else
- rpm queries go by file (/usr/lib64/libbrotlidec.so.1), EL8 rpm 4.14.3
cannot query a NVR containing ^ by name
- never call dnf distro-sync with an empty package list (whole system)
