    add optional PostgreSQL 12 & 13 server support in 123.09beta01


    - add optional PostgreSQL 12 & 13 server support. Default PostgreSQL 13 is installed if you enable optional support via persistent config file variable, POSTGRESQL='y' and then run centmin.sh menu option 5 to recompile PHP will install PostgreSQL 13 server and update PHP with PostgreSQL 13 support. This is for fresh first time PostgreSQL 13 installs. If you have older existing PostgreSQL 9.6, 10 or 11 installed, Centmin Mod will not auto update you. You'd have to do PostgreSQL update to 13 yourself and follow recommended outline upgrade practices outlined in manual at PostgreSQL 13.2 Documentation.
    - PostgreSQL is provided as is so there's no tech support, you're expected to know how to update and manage/create users/databases for PostgreSQL yourself.
