    add nginx native IPv6 listen directive support in 130.00beta01

    - add optional nginx native IPv6 listen directive support if server is detected to support IPv6 and when 2 persistent config variables, VPS_IPSIX_CHECK_DISABLE='n' and VPS_IPSIX_CHECK_DISABLE_DEBUG='y' are set in /etc/centminmod/custom_config.inc prior to Nginx vhost creation as per https://community.centminmod.com/threads/invitation-to-test-native-nginx-ipv6-vhost-config-support-in-130-00beta01.23463/
