add optional tcp_bbr_setup function for el8+ in 130.00beta01

- for EL8 and EL9 OSes, add optional Google BBR congestion control enablement support when you set the optional variable TCP_BBR_ENABLE='y' in the persistent config file /etc/centminmod/custom_config.inc prior to initial Centmin Mod install https://blog.cloudflare.com/http-2-prioritization-with-nginx/.
- for after initial Centmin Mod install if set the optional variable TCP_BBR_ENABLE='y' in the persistent config file /etc/centminmod/custom_config.inc, then the next type you run centmin.sh menu it will apply and enable Google BBR congestion control. For existing EL8+ users, run cmupdate and then run centmin.sh menu once and exit for it to apply.
- you can revert to system default congestion control when you set the optional variable TCP_BBR_ENABLE='n' in the persistent config file /etc/centminmod/custom_config.inc or remove the variable entirely which will default to TCP_BBR_ENABLE='n'
