fix php-libs-versionlock.sh update skipping remi packages in 140.00beta01

centmin.sh menu option 5 updates the non-base packages PHP links against
before rebuilding PHP, but its dnf update only used the default enabled
repos. remi is disabled by default, so remi packages (remi-libzip,
oniguruma5php, libicu73, GeoIP, libmcrypt) stayed at their locked versions,
and EPEL/remi metadata could be up to 48h old.

Changes:
- update and status enable the configured repos the locked packages were
installed from (remi, remi-safe, epel etc), never the mariadb repo
- update and status pass --refresh so new EPEL/remi releases are seen
- skip_if_unavailable=True so an unreachable repo is skipped with a
warning instead of failing the menu 5 PHP upgrade
- status lists each held package once when remi and remi-safe both
carry the update
