    add menu 5 hint for version locked PHP libraries to yum update notice in 140.00beta01

    The centmin.sh yum update notice lists updates with the versionlock plugin
    disabled, so packages locked by tools/php-libs-versionlock.sh show up as
    available while the suggested yum update command leaves them alone.

    Changes:
    - inc/cpcheck.inc php_libs_held() matches the listed updates against the
    php-libs-versionlock block in the versionlock list
    - the "To update type these commands" section names those packages and
    points to centmin.sh menu option 5, which updates them and rebuilds PHP
    - the update list temp file is removed once after the check instead of in
    each OS branch
