    update PHP 8.3.0 GA support in 130.00beta01

    - PHP 8.3.0 GA stable release was announced the other day https://www.php.net/archive/2023.php#2023-11-23-2
    - this update adds PHP 8.3 support to centmin.sh menu option 5 for 130.00beta01 only. Centmin Mod 124.00stable only supports max PHP 8.2.x version. If you want to switch from 124.00stable to 130.00beta01 you can use cmupdate options as outlined at https://community.centminmod.com/threads/centmin-mod-124-00stable-130-00beta01-releases.22673/
