add ImageMagick6-heic Remi Yum package in 123.09beta01

- add experimental and optional support for HEIC/HEIF image format in Remi ImageMagick6 packages via ImageMagick6-heic package enabled via IMAGEMAGICK_HEIF='y' https://blog.remirepo.net/post/2019/05/22/HEIC-HEIF-images-support and install of libheif, x265 and libde265.
- libheif, libde265 and x265 are source installed so can take some time to install on slower systems with less cpu cores or lower clocked cpu cores
- libheif and ImageMagick6-heic only required if you plan to use ImageMagick to convert image formats to/from HEIF https://en.wikipedia.org/wiki/High_Efficiency_Image_File_Format
- still experimental and may not work 100% yet. This update is preparation work to lay the foundations
