    update inc/mysqlsecure.inc for MariaDB 10.4 in 123.09beta01

    For when MariaDB 10.4 default install is chosen. Ensure root user has proper mysql_native_password password set due to authentication changes in MariaDB 10.4 https://community.centminmod.com/threads/17676/.
