fix mount-loop.service boot ordering race breaking chronyd PrivateTmp in 140.00beta01

mount-loop.service only had After=local-fs.target so it could mount the
new /tmp while services were already starting. On EL8 systemd 239 this
hides chronyd's PrivateTmp directory and ExecStartPost fails with
status=226/NAMESPACE. Order the unit before sysinit.target and
systemd-tmpfiles-setup.service so /tmp is in place before any normal
    service starts.

Existing installs get the same ordering via a drop-in applied by
cpcheck on the next centmin.sh run, effective after reboot. The legacy
mount-loop.sh repair no longer remounts /tmp live for the same reason.
Also drop the dead /var/tmp symlink block from the /tmp mount routine,
which only left a stray /var/tmp/tmp symlink behind, and clean that
symlink up. Hosts without mount-loop.service are unaffected.
