    fix duplicate PHP 8.1 version guard in php_patch.inc in 132.00stable

    The PHP 8.1 Zend VM file guard added in the previous commit repeated the exact version test that opens the PHP 8.1 patch list block, which the patch list tooling uses to locate that block. Compare against 80200 instead. The guard still covers every PHP 8.1 release and build behaviour is unchanged.

    Changes:
    - inc/php_patch.inc: PHP 8.1 Zend VM file guard uses -lt '80200' instead of -le '80199'
