    fix nginx zlib download fallback on invalid archive in 140.00beta01

    zlib.net can return HTTP 200 with an HTML page instead of the tarball,
    so wget succeeds, the local mirror fallback is skipped and tar extraction
    aborts the nginx install/upgrade.

    Changes:
    - validate the downloaded zlib tarball with tar -tzf and fall back to the
    local mirror when the upstream file is not a valid archive
    - apply the same validation to the local mirror download
