add Almalinux Rsync 3.2.7+ backport YUM repo to EL8/EL9 in 130.00beta01

- for AlmaLinux EL8 and EL9 OSes, add AlmaLinux's official Rsync 3.2.7+ backported YUM repo version where Rsync 3.2.3 and higher added faster zstd & lz4 compression and xxhash hashing algorithm support as I outlined and benchmarked in my old custom Rsync 3.2.3 RPM thread at https://community.centminmod.com/th...-with-xxhash-zstd-support-for-centos-7.20768/
- CentOS 7 defaults to Rsync 3.1.2, EL8 defaults to Rsync 3.1.3 and EL9 defaults to Rsync 3.2.3
- new AlmaLinux EL8/EL9 installs will automatically install the newer Rsync 3.2.7+ versions while existing AlmaLinux EL8/EL9 can update when they run cmupdate command and run and exit centmin.sh menu once.
- currently this is for AlmaLinux EL8/EL9 only and will test if it's ok to use for Rocky Linux and Oracle Linux as well. If you want to test this for yourself on Rocky Linux or Oracle Linux EL8/EL9, you can set variable RSYNC_BACKPORT_REPO='y' in the persistent config file /etc/centminmod/custom_config.inc and then run cmupdate command and run and exit centmin.sh menu once.

rsync 3.1.2 compress (default) and no compression used in CentOS 7 vs rsync 3.2.3 with faster zstd and xxhash hashing algorithms and last one is rsync 3.2.3 with xxhash with none compression being fastest
